I heard out of Albany (can't evaluate how reliable) that number 3 of Miff's list should be #1A and #1B. Basically, the land that Aqueduct and Belmont are on revert to the state once they are no longer used for racing. His view is he should own and control that enormous public resource not somebody else. Only way to achieve that is to figure out a way to end racing there.
