Simple. Take away or limit access all trainers have to relatively harmless
diuretics and analgesics, making it that much more difficult, if not impossible,
to get horses fit and keep them fit, while at the same time coming no closer to
identifying the apparently undetectable elixirs that some trainers are so
obviously using.

Six and seven year old horses running lifetime best numbers when taken over or
claimed by new trainers... this has very little to do with blinkers or bridles or
changing exercise riders or being at the barn early in the morning.

Tangentially related, no one has explained to me how claiming racing as we know
it, and full veterinary transparency and disclosure, can co-exist.
