I would want to know more before I convict here.
I assume a thoroughbred, make that any horse racing trainer, wants to get as much mileage out of a dollar as possible.
Being naive here I suppose that back stretch workers are some of the lowest paid personnel in the country. Offering them a room, board and daily, weekly or monthly wage package doesn't seem criminal.
Should the IRS consider it wrong that workers may start work @ dawn, stop during the race card and resume in the evening and not punch time cards and consider a fixed price wage not a salary. The expense reimbursement is even more curious. Where a training track, or farm or ?? to not be the office.
So I need more information to convict.
