The best tool to police these corrupt syndicates are the speed figs and the bettors. Always has been and always will be. Who catches all the betting coups in other sports, it’s the bettors and sports books that sniff that out. Same in racing, just haven’t had the incriminating evidence that is iron clad. The speed figs, patterns & percentages all strongly suggest it , but I guess you need the smoking gun to convict.
