Good to see my 1-9 shot whistle through the Graveyard of Favorites this morning to start Travers Day with the post above.

Now, with host fees and takeout, and each state different with its own rules, the old guard says No Shot. These tracks are tied to government entities which means the rules might be different than say ones that are private. Government must in theory be open. There is room to chase these folks more than you want to portray.
Where is the takeout going? What if takeout is not technically being removed due to accounting tricks by the track to accommodate the secret deals? Sunshine Law Requests? FOIA Requests? Lawsuits following up the information requests. You can get to these folks, you just need to be persistent and follow through. I could go on and on with how one can chip away at these folks. I already know you will be in the No Shot Camp; meanwhile the Stronach Group keeps selling off tracks and trying to escape the business as fast as they can. As a private entity, they don't have the support of the govt like NYRA or the sheer casino dollars like CDI and OP if the CAW's and the tracks were to be REALLY caught with their hand in the cookie jar . .. . .
Enough on this. It is Travers Day and while in Missouri, I won't "keep betting" as you say since it is one of the few states where ADW's can't operate. The laws are different here but I'm sure you already knew that. ;)
