The tote system at Parx failed after the 8th race today. They ran the 9th race anyway and accepted wagers. About an hour after the 9th race was official, they refunded wagers from the 8th race but paid out winner of the 9th. I had a winning exacta in the 8th race and got a refund instead of my payout but my losing bet in the 9th was deemed OK. How is this fair? Why not refund all wagers for both the 8th and 9th? Do I have any recourse? TIA
