That was the exact quote from NYRA, describing CAW activity.
That's what was released in press statement.
According to your criteria , I can be a CAW player by joining an ADW that allows everything you listed? API's, batch betting, high frequency betting, low latency pool info, rebates and so forth? Anyone can join those.
Their definition of CAW activity was pretty straightforward.
