If they start scratching horses at the gate or on the Track that's where all your tickets are going. I know someone on the inside there and they think a 20 horse field is unsafe.

Someone who might know more can correct me if I am wrong but if they order a horse scratched once he is on the Track or in the Paddock they can't be overruled. If they think 14 horses is a safe number for the Derby Field they can order enough scratches to get the number down to what is safe. And no one has the authority to stop them if they begin deeming horses unsound.
