As Bos suggests, Al was referring to the late odds changes and how it's reflected during the running of races via the lagging graphics.
As has been explained for 20 years, odds in the graphics are always behind the last flashes and the force-out at the bell. And when there's no change in the running order, (which brings the late odds reflection into the video system), the odds lag even further behind. Some graphics (TVG) are even worse at getting actual closing odds into the graphics because they lay their own graphics over the track feed..
This has been fixable for years and the lack of attention to it has worsened the perception issue because of CAW. Not to say there's never an incident of past posting (mechanical glitch; steward not hitting the shut off, etc.), but there isn't pell mell past posting going on.
