This is about the numbers, specifically the data, handicapping data.
the handle needs to be grown from the bottom up, not create a top-heavy handle.

For one race card, the TG figs are $25-30 per card, $5 per race. The cheapest way you can get the DRF in online and it will run at least $5-6 per card.
Now, if you are laying down 4 and 5 figure wagers, then this is not a consideration. But to the average fan, or weekend player, this can be prohibitive, resulting in less days and $s they wager on horseracing.

Now, the effort and sheer mind power that goes into the TG figs, and the data rich DRF are the property of those companies and they have every right to sell their products and services as they see fit.
But isn't there some way data can be subsidized or such?
I think this would be the fastest way to grow the sport and the handle. Ultimately, I don't see how they can without it.
The more top-heavy your handle is, the less live (living) participants per $/wagered. I don't have a stat on that, it just seems like common sense to me

Bigger handles add to higher breeder's rewards which contributes to more foals on the ground which means more betting interests which leads to bigger handle, etc
