One item he did not explore and others have not discussed is the supposed failed negotiations on this issue between HISA and Gramm. Lazarus stated per the DRF article on the matter that Gramm asked HISA to "conceal some information in exchange for a settlement." That was a "no go" for Lazarus/HISA.

Without any facts beyond these statements, there is not much to explore I will admit. Is there more information being withheld or has HISA shown all their cards? Hard to say. Many rumblings of others involved; but for now Gramm wanted to hide some things and HISA wouldn't agree to whatever it was he wanted to keep secret.
