Probably not. Ragozin numbers were in the PPs that were shown to the public. I assume that was paid for.

What concerns me about this situation is Gramm's involvement with CAW. Was the stolen data used to gain even more of an edge than they already have, or were there plans to implement this data into their "models" in the future?

I respect these guys for figuring out a way to make money in this game of ours, but I do not respect them as "handicappers." Is Gramm, and his CAW partners, capable of handicapping a race using only the Form and a set of sheets? I don't know, I have my doubts.
