Pretty much, if a horse is racing on Lasix it is most likely getting a dose when it breezes as well
Whether or not that is true for horses running in 'no-lasix 48 hrs out' races, I can't say, you'd have to ask the trainer

For handicapping, I look to see when a horse did run on lasix and when it did not, and what the lasix condition for the day is

As to the study shared above, I think what they are observing is the weight loss factor, which essentially nullifies itself in a race if everyone is using it
