Yesterday after an extremely long tote delay the officials at Delta Downs declared the 4th race a "no contest" and refunded all wagers. There were no spills or incidents other than what appeared to be a tote problem. I don't recall ever seeing anything similar happen before. The remainder of the card was run without any issues. Has anyone heard anything regarding this? It seemed very odd. I had seen a story regarding over seas tote manipulation and wondering if this incident may have been related....
