Marc-- if your concern really is the false advertising that some do in claiming the contest winner(s) as their own, why not do something about it in a forum other than Ragozin's site? You have the DRF website to work with (you run it, right)? And you have access to the writers who work at DRF, and can point them in the right direction.

The claims BRIS is making are unbelievable, while probably technically true. If you really were trying to do a public service as you say, do something about it.
