From the paper which coined my favorite headline, which has nothing whatsoever to do with the subject but which I like to shoehorn in every now & then, comes a pretty good list of suggested reforms from Ed Fontaine:

Not sure the underfunded CHRB, which seems to devote a great deal of its time & resources to making sure no Calif resident gets a rebate, can be counted on to do anything meaningful on this or any other important subject, given that they couldn't suspend PVal, & they never took, & do not plan to take, any action against trainer Monteleone's blatant fraud:

Time will obviously tell, but the best hope for the future might be the former federal antiterrorism official who will be replacing Berube at the TRPB in April.
P.S. Solid job on the rotw. I gave GA a little better chance, 4-1, after adjusting for what I think is a favorable pace scenario, but the biggest difference was Quest, whose chances I might have underrated a tad at 132-1. He'll get another long look before the late pk4 commences. Best of Luck.
