Dear Mr. Haines,

I have read with disbelief the state of drug testing in California Horseracing. Obviously, a privately run program employing a veterinarian with employment ties to monitored trainers is not sufficient to curtail the abuses currently raging like wildfires in California.

I’m writing to urge you to discharge Rick Arthur due to his numerous employment ties with those he is supposed to be regulating. At best, there is an appearance of impropriety and that will not stand in the new age of integrity in horseracing. I urge you to hire a fully independent veterinarian for the current testing, as well as, the additional drug testing that is upon it’s way. You will need unquestionable independence and integrity in this endeavor to restore public trust.

I urge you to act before the governmental agencies require you to do so. The California Horseracing Board is charged with protecting the betting public and legislation will be forthcoming to ensure that the public is not the victim of further “race fixing”. Performance enhancing drugs and substances certainly fall within that phrase. It’s time to protect the game and those that come out to see it. Now is the wrong time for failing to apprehend the threat.

I have forwarded copies of this letter to The Governor of California, the California Horse Racing Board and Magna Entertainment’s Ethical Office. These are momentous times and it would be unobservant to not understand they are occurring. You can’t cheat on baseball. Why should you be able to cheat on horseracing?
