From what I know and what is being said around the track, these initiatives are well meant. This will eliminate the "small time" issues and deter the shake guys and race day juicers.
The "real" issue,IMO,is the long term illegal enhancing"stuff" being given over time by the so called "deadly" layoff trainers and so called supertrainers. I've noticed from my harness days that the chemists are FAR ahead of the testers. Unless the racetracks commit sufficent monies to allow testing to be equal to the task, nothing is going to dramtically change, just watch.
If you get a chance, observe carefully the physical attributes of the stock of these trainers(you all know who I mean)It's as plain as day.
