Frankly, I don't know the exact point from which race distances are measured. You'd have to talk to race track personnel. I would assume some point within the one path. On question two, it's unclear as to what you mean by the 1/2 point. Usually the 1/2 mile point refers to the 1/2 mile pole, which is the differs depending on the surface and where the finish line is.
