If he did it the week before the BC and they have security testing measures in place then it was "probably" legal or perhaps just undetectable. However at a venue like Calder where they have zero pre-race security measures in place then who is drawing the line.....the Vet himself??
Keep in mind when playing Calder the aforementioned Pick Six example which was not so much one group of Players, but one Player, who may or may not have been betting on behalf of others. Hence they have not had a Pick Six in about ten years other than an occasional gimic.
Also at one point in time a local runner named Change of Venue ran third in 27 of 35 career starts. Once Mgmt implemented a Superfecta Change of Venue went off form and began to run forth.
