Have to agree with what TGJB said. More times than not the horse with two Derby Preps is "shorted". He's missed time and is rushing.
Personally, its nice to see 3 or 4 3YO starts. You have to like multiple starts against quality competition. Sure, the figure is going to be the prime consideration, but factoring a requisite number of good efforts vs. good horses is something to keep in mind. If they can get three or four starts in them, they are proving a couple of things. Its nice to have those things on your side.

If you believe you have a Triple Crown winner and want to go easy on him with 2 starts so that by the Belmont he's only running his 5th race of the year, thats one angle. The problem is you got to be ready for the 1st leg.
