Reading the DRF article regarding New York Racing Law and after reading it 3 times I'm getting a sense that , although the article is an excellent read , one must really read between the lines and consider what is not being said or disscused in order to gauge the complexities of the matter and then to also perdict the polictical winds upstate ( is no easy task ) . A couple of things I take as "givens" are that the NY State will only change laws which seek to enhance it's position and that , NY Racing appears to be headed for actual , or essentially a type of Court Recievership . With the real possibility also of Federal Appellite invovement if there are indeed constitutional issue's which need remeadiation or addressing , it will certainly remain to be seen whether or not this is extremely detrimental for Racing in New York as well as Racing on a National level .
