HR-- there are still some open questions, but what is set is the following (unless someone comes up with a better idea):
For each horse, take the last 3 figures, throw out the worst, average the other two, adjust for weight. Use this as each horse's rating.
Rank the horses in each race in order of those ratings for each service. The ratings will be posted in advance of racing so they can be checked by the public.
The meets studied will be Del Mar and Saratoga. The results will be posted and running totals updated daily, so they can be audited by the public on an ongoing basis.
The studies themselves will be-- determined. The ones I have suggested so far include tracking the top horse for the race by win %, (and possibly ROI, although once again this is a figure checking system, not a betting system), comparing the top horses against each other, maybe a couple of others. If Len has some ideas on this I would love to hear them.
