If an animal comes up dirty;trainer is booted off 3 months.
All stock under trainers care has 7 days to be inhaled by organizations that have no RELATIONSHIP with said barn.
2nd offense is 6 months;3rd is adieu.
By applying all the pressure on one entity(trainer),the cost of ensuring a clean horse is directly tied to the one person who is ultimately responsible for the well being of the aniimal.
NO need to build isolation barns or to chart a vets daily activity.Overzealous owner?..let the trainer deal with it.Vet makes mistake?..very tite colony would black-ball him/her out of business.
Now if like me and you think that present testing is lacking;well maybe we can put 1st offense 6 months-2nd 1yr.;third and you get the hook.
