Actually, they were printed in "The Racing Times" first.
Steven Crist was the Editor at the paper at the time. TGJB will tell you that neither Beyer nor Rags are the founders of the speed figure. Books were written in the 30's with the basic material.
To my mind the guy that deserves credit is Steven Crist. He brought speed figures to the major publications. But, he hasn't picked a Derby horse in some time too, which begs the question. Do these figures help that much in the Derby?
