I think success first vs. second lasix is probably more of a function of training style than intent to shoot for a particular spot. Some trainers give horses more time to recover (heal) from bleeding before they run them back, which makes them more likely to fire first time lasix. Others routinely treat horses who bleed with antibiotics to ward off lung infections (bacteria etc. love blood), and the antibiotics themselves can take something out of a horse, making it less likely to run their best next time out. I'm sure there are other things that can influence this as well.
