Since throat surgery is one of the many veterinary procedures that are usually not announced, there are no stats available. It often helps dramatically, but throat problems have become something of the excuse d'jour (I think someone already said that) so some of the surgeries are now being done simply because they can't hurt. I would tend to take it more seriously when it is done to a horse with an overall erratic pattern than one with one off race-- breathing problems are seldom a one shot occurrence.
