Your guess, MO, but the remedy initiatied after the pick six scandal lasted all of a few months before Churchill noted a decline in handle. And a decline in handle translates into less revenue for the tracks. The whales in this sport control the legislation and if it means allowing them to hack into the tote at Gulfstream or past post or place mamouth wagers on set up races, it's OK because they pay the rent. How in the world is a jockey exonerated for "riding a horse under stout restraint to the wire" as was the case at Louisiana Downs last week? This game has been reduced to money laundering.
