If "Vet Scratch" appears it means the a vet signed off on the scratch at the attendant track.

Some tracks require that vets sign off on all scratches which means at these tracks that if a trainer with a healthy horse doesn't want to run for whatever reason, he/she must get the vet to sign off. As I understand it, some vets are acquiescent, some are not. Unfortunately in these cases we have no way of knowing which "Vet Scratches" are due to physical problems, trainer manipulations or procedural issues. All are noted as "Vet Scratches".
