I assumed he was whipping to the wire, even though it was hard to see. I looked at the head on. Nothing abusive there imo.

Horse was leg weary and maybe doesn't win at all if only hand ridden. Was also lugging in some , and the jock could easily claim he was trying to keep him straight .

How about no whipping inside the 1/8 pole, except for safety reasons. This way everyone is on the same page. And when you lose that photo, you can blame HISA
