Josh,
I would imagine that he means some horses give performances that can't be predicted based on past peformances. There are various reasons for this such as medications, etc... Also, cheaper horses are much less reliable and predictable that better class horses. I live in the Bay Area and hardly ever use TG there because the horses are so in and out.
