i think your recommendations are the only way to fix this problem. real smart guys rarely get caught when they cheat, and in this game, they will never get caught unless there is some way to freeze the samples taken from horses. the best vets will be ahead of the regulators 100% of the time. tougher standards and testing procecdures most likely will not catch the sharp ones. if this Allday guy and others mentioned here lately really are cheating (i don't know who is), the only way they will stop is if they know that what they are doing now will be examined down the road, when the guys chasing them and the testing technology have a chance to catch up.
