Discouraging if this is being used "with impunity", yet has been on the radar
since at least 2011...

If they wanted to detect a "fast clearing PED", why wouldn't they test all runners
(or randomly test some of them) when they are entered 48-72 hours before the race
is run in addition to taking post race tests?
